SAM.gov Registration: The Complete 2025 Guide for Government Contractors

If you're serious about winning contracts with the Defense Logistics Agency (DLA) or any federal agency, your first step is SAM.gov registration. This guide walks you through every step—from obtaining a DUNS number to activating your SAM profile—so you can start bidding without delays.

Why SAM.gov Registration Matters

The System for Award Management (SAM) is the federal government's primary vendor database. Before you can even be considered for a DLA contract, your business must be registered, validated, and active in SAM. This isn't optional—it's mandatory.

Step 1: Get Your DUNS Number

Dun & Bradstreet (D&B) assigns a unique nine-digit DUNS number to each business. If you don't have one already, request it from D&B—it's free for government contractors.

  2. Select "Request a DUNS Number"
  3. Enter your business details (legal name, address, phone, etc.)
  4. Submit the request; processing typically takes 1-2 business days

Step 2: Create Your SAM.gov Account

Go to SAM.gov and click "Sign In" → "Create an Account". You'll need:

Step 3: Complete Your Entity Registration

Once your account is created, start the Entity Registration. This is the most detailed part—gather these documents before you begin:

Step 4: Wait for Validation & Get Your CAGE Code

After submission, SAM will validate your data against D&B records. If there are mismatches, you'll receive an email with instructions to correct them. Once validated, your SAM registration becomes Active and you receive a CAGE Code – a critical identifier for DLA and other DoD agencies.

Processing time: 3-7 business days (sometimes longer). Monitor your SAM dashboard for status updates.

Step 5: Register with DLA's Internet Bid Board (DIBBS)

With an Active SAM, you can now register for DIBBS, DLA's online portal for solicitations and awards. Go to dibbs2.bsm.dla.mil and use your SAM credentials to create a DIBBS account.

Important: DIBBS registration is separate and requires additional steps like setting up a password token and a digital certificate for bid submission.
